It is a believe. You are wording it wrong.

One who "BELIEVES" That's a positive assertion. Not that lack of it.
Agnostic is the absence of a believe.
There is a difference that's why there are two different words. That's why every survey has them listed separate.
That's why the dictionary list both word and list there definition as listed above.
Atheist seem to have to lie about every thing including what their religious name means.
