It's not a matter of forgiveness.
If you make a mistake in good faith and nobody is hurt, you might need to be monitored to see that such mistakes are rare for you, not common. If you make a mistake and hurt somebody, they should be compensated. If your mistake was due to gross negligence, you need to be put on a supervised probation with remedial training, or else lose your license. If you actions were criminal, you need to be prosecuted by the law.
I agree that the disciplinary boards should have non-physicians on them. The people judging the performance of the physicians probably need to be specialists in the same field, but the panels deciding what to do about the bad eggs should contain a mix of interested members of the community.
The medical board isn't there to make doctors more polite.
If they abuse hospital personnel, the hospitals will deal with them, possibly with a loss or suspension of privileges. If they abuse their employees, those people can decide if the job is worth keeping.
Nurses are just one kind of health care professional that works closely with physicians. Pharmacists, X-ray techs, hospital social workers, physical therapists, and others are in the same position as nurses when it comes to evaluating physicians. They are qualified to rate physicians' professionalism, but not their technical expertise.
