This sounds like you are against gun control. If laws are passed, who is going to follow them and who is not?

But that is not to say that laws don't stop people. When you fear the punishment more than you want to do whatever, then you will follow the law.

Of course drug users don't care about doing drugs, they're not afraid of the penal system...
