Those laws allow the nation to set the rules for who walks into the country, and who doesn't. We have such laws.

Our system of laws allows for laws to be changed by "the people".

Enforcement of traffic signs were not weighty enough to make it into the U.S. Constitution.

Protection of the border did.(Article IV; Section IV)

You might also look up the purpose of the National Guard.
