Repressing the human tendency towards individuality and creative expression will help "create order and discipline in the land" as will treating your female population as if they were little better than cattle. A very fine simulation of "order and discipline in the land" can be created by force feeding every man, woman and child with a primitive and repressive religion from birth to their often messy deaths.
