I think pay is a big issue. UK police do OK, whereas French police are not well paid and are useless wankers. I saw two French police laughing at a pair of drunk guys trying to push each other off some battlements in Angoulême. I was told "not to help".

The pay for police varies widely in the US, largely dependent on whether they are unionized or not.

Union police do enjoy higher pay, but they also seem to be subject to long-term corruption, likely because it's harder to get rid of union workers, even if they go bad.

Whereas, non-union police typically get lower pay, are subject to lay-offs without notice, and usually have much worse health plans.

But, not being unioned, it's a little bit easier to get rid of one who's not doing his job.

Not that that happens all that much, in either case-- it's a strong tradition among many cops, to >>not<< testify against other cops--even if they >>are<< guilty.

And in small towns, the situation is much-much worse-- lots of "good old boy" attitude, and lots of nepotism too--lots of that. But the pay is really horrid, such that some of the ones who are left, are just legalized bullies ...

I have no solution for any of the above-- apart from raising the pay across the board, to reduce temptation and to attract better people.

But politicians don't like to do that-- it sets a bad precedent or some such idiocy.

At least thats what the ReThuglicans say, at any rate...
