No it isn't, there are more english speakers in both India and China than there is in America, and Indians and Chinese speak British English, as do all the other ex colonies from Africa to Australia, Hong Kong and Singapore to new Zealand and the middle east, they speak British English because thats what they've been taught at school for centuries as British colonies
