What religious text hands judgement over to followers?

First off, there is no "General" forum for religion. I figured atheists know more about religion than religious people anyway.
Now, I see here and many other places religious people telling others they are going to this hell or that hell. I'm no theologian, but this seems against many religious texts I have heard. Deities are generally proud and jealous, kinda like toddlers, and insist that judgement of mortals is their job.
My question, is there any religious text supporting these peoples' judgements or are they just being pompous asses?

1 Corinthians 2:15
But he that is spiritual judgeth all things, yet he himself is judged of no man.
I gather by this passage that the man making the judgment must be as a god with no flaws or sins.

They're being pompus asses, but then again, so were the people who wrote the texts..

In the 10 commandments, punishments of death are prescibed violations. I presume that faithful followers must execute them.
