Former jail inmates file sut charging cruelty

Two former state prison inmates sent to the Uintah County Jail as part of a work detail in September 2010 are suing the county for being forced to "ride the lightning" by sheriff's deputies.
I know I am very ignorant to a lot of things, but why in the hell does it seem like the inmates that don't belong in prison they find themselves in position where you have the guards that should be in there for the same b.s???
