An appeals court on Wednesday ordered California's Pelican Bay State Prison to halt race-based punishment except during riots and other dire emergencies.

It will take the people on the outside to enforce this ruling... Pelican Bay is known for being the "worst of the worst" not for it's prisoners, but the prison itself.
