The pedestrian traffic from Ft.Monroe is not allowed to access the vendors/food from Ft. Monroe. So be prepared to leave Ft.Monroe and drive into Phoebus and find parking. With just a little extra thought the "Executive Commitee" could have created a simple pedestrian walking path near the "boat pit" which allowed Ft.Monroe Pedestrians to access vendors/sponsor services without needing to drive off base and come back down the bridge that is just a block away. Now I realize why it is a free event going down hill with fewer spectators each year.
