Having once lived in Phoebus 2 years ago, I don't like the 100s of rented homes.Ft. Monroe is a different area, just Phoebus and Hampton happen to be a pass through. Last decade, 2000-2010, over 10,000 people have left Hampton and why would one invest in a home on Ft. Monroe? It could end up ghetto like most of Phoebus. The schools are poor as well, already.
