I don't know this person, so I won't judge him on personal level. I believe it's Gods place to do that. I will say this, I have seen the results of meth. I lost someone I loved dearly to this demon. Meth is a poison, and if a person doesn't lose their life in the literal sense they will certainly lose any life and light they have in them. It's like watching a miserable shell of a person stumbling in the dark with no purpose other than to consume more poison. The person they were is dead and it is a devastating thing to watch. I think ANYONE who sells, makes, or introduces someone to this demon should be charged with at least attempted murder. It may save a family from having to say goodbye to a loved one like mine did. These people are death dealers and should be treated as such.
