If it takes an entire month for a prisoner to read one book and write a report they need more than reading comprehension. What else is there to do 24/7. If you like to read you're going to consume the entire library without encouragement, if one doesn't like to read I doubt if 50 days a year will buy one to do so. I had a man sentenced to get a GED tell me he'd rather dig a ditch in the hot sun than read a book.
