How about the same old laws that have proven not to work you push for some laws that get in front of the problem before it happens .For example require EVERYONE purchasing alcohol to be carded and give those with alcohol problems in their history a different colored license not allowing them to purchase alcohol .This is already being done with minors under 21 yrs old ,why not people with alcohol problems ? Those caught selling to people not allowed to have it are held responsible .I realize this will not stop all alcohol related crimes ,but I do think its a common sense step in the right direction .
