The word kaffir, sometimes spelled kaffer or kafir, is an offensive term for a black person, most common in South Africa and other African countries. Generally considered a racial or ethnic slur in modern usage, it was previously a neutral term for black southern African people.
The word is derived from the Arabic term Kafir, which means 'disbeliever' or literally,'one who conceals [the truth]'.
Portuguese explorers used the term generally to describe tribes they encountered in southern Africa, probably having misunderstood its etymology from Muslim traders along the coast.
In South Africa today, the term is regarded as highly racially offensive, in the same way as "jigger" in other countries. It is seldom used as an isolated insult, but rather is used systematically by openly racist individuals when talking about black people, and as such was very common in the apartheid era. Use of the word has been actionable in South African courts since at least 1976 under the offense of crimen injuria: "the unlawful, intentional and serious violation of the dignity of another".

GREEN BAY, Wisconsin:— After losing everything last year to Wisconsin soured economy, Crassus and his family packed up three boxes and a diaper bag and caught a Greyhound bus to Chicago, their best chance at a fresh start. They were drawn to Illinois, where his live-in partner Maggie has family, by the promise of plentiful jobs and a booming energy sector, and a thin hope of rebuilding their futures on State Street. But like a growing number of people they were turned back at the Illinois State Line, and ordered to go back home.
The Illinois Border Police Patrol told them “We do not want you, and you’d better turn back” Unable to scrape together enough money for an apartment, the Kipps, who once rented a four-bedroom trailer north of Green Bay, bounced from friends’ couches to sleeping in bus stations. They ended up in a single room wood shed shelter run by a Wisconsin Trailer Park organization.“We lost everything,” said Maggie whose partner raids dumpsters for food waste so they can eat.“We needed somewhere to go.”
As another winter settles in, many people who returned there now find themselves without a place to live. Green Bay Trailer Parks are scarce and expensive, and the economy is not growing. As homeless rates held steady nationwide last year, federal data show that Wisconsin homeless population soared by 67 percent, to 1,813, 000 people. Advocates attribute the surge in part to a more aggressive attempt to count the state’s homeless, even if it means searching sewers and railway embankments to count those living there.
As in any other place in the country, many homeless people in Wisconsin have lived on the streets for years or suffer from mental illness or drug and alcohol addictions. Social service workers say they have seen a growing number of abandoned dogs, cats and rats looking for somewhere to settle.“ Even their pit bulls don’t bark no more” said one resident.
