If PHA really cared about there POLICE OFFICERS they would have never laid any of them off. It's a sad day when it takes a PHA COP to get shot for people to up there eyes. I bet the Administrators are running around like chickens with there heads cut of..ha. If not they should be, I smell "LAWSUIT". It's nice to see PHA put brand new flags up around the "PROJECT" two months before the layoffs and yes I said PROJECTS. Nice way to spend money Carol! I almost fell off my chair the other day when I read the paper about PHA being a better place and crime was down. Well crime would be down by PHA standards,It's easy to change stats. Why don't you listen to city police radio one night and see how many "FOUNDED" jobs come out in the PJ'S, your head will spin. Now that there are less PHA COPS and when something does happen in the PJ'S PHA just says,Oh pass that job onto the city. I call that passing the buck. I would like to see Carol Green walk his little pet "DORN" thru the PJ'S on a hot summer night,bet GREEN gets robbed and DORN gets eaten by a PIT..ha. Kirk Dorn is either badly misinformed, or deliberately misled the public and Harry Hairston.
1- The repeaters have been faulty for years. Some have been repaired; most have not. Repeaters which were in place on some highrise buildings which were imploded have simply not been replaced. There are dead spots aplenty throughout the city.
2- PHA Police are issued radios that work off the 500MHz UHF radio frequencies. The PHA Police Radio Room broadcasts on the 500MHz band. While PHA Police Radio staffers have the ability to transmit directly on Philadelphia Police frequencies (using a portable radio) they very rarely do so. Officers are sometimes issued Philadelphia Police radios in addition to their PHA police radios,but Officer Kelley was not. PHA only owns about 10 of these radios. Of these 10, several are issued to high ranking officers and are not available for use by the rank and file.
3- If PHA depends on the PPD as Dorn said, why were they not advised there was a police officer (instead of the civilian lobby monitor who should have been there) working the building? Why was the officer not issued a PPD radio? Even if his PHA radio worked, there were no other PHA cops for miles. He'd have gotten help faster (regardless of why he needed it) going directly over PPD air.
4- If PHA depends on the PPD, how is it that the uniformed PHA sergeant working that night didn't know the phone number to the 39th, or know Homicide's number, or even where the Homicide unit is located? Seems like these would be important things to know if you're working so cooperatively and closely with PPD.

Crime is up in public housing. It's obvious even to Kirk Dorn and Carl Green, who together do a fabulous job of spinning the facts and spouting half-truths while at the same time exerting influence on media contacts to reduce to a minimum any negative exposure PHA may receive from news outlets.

The layoffs are one reason the PHA police are in such dire straits. Another is that most of the people with talent chose to leave the agency rather than watch it fall further into impotence and irrelevance under the floundering leadership of Richard Zappile and the mean-spirited and Machiavellian maneuvering of Carl Green.

Having first hand knowledge about the Philadelphia Housing Police Department; I have to agree with P/O Kelley. There are dead spots in those high risers as well as faulty equipment.
How can an administrator who has not sat in any of the housing project booths say that there aren't any dead spots. Has he ever been patroling out there with these officers using those radios and placing his life on the line? I don't think so.
If P/O Kelley said his radio did not work, trust me, his radio did not work. The claim that the officer's safety as well as the residents at the development are of the utmost importance; how can we tell when there is no back up for the officers that are in the booths.
Yes, they are covered by the city, but they don't ride on the city's radio band, so how can they cover them?

wow. Perhaps, Joe, you had a family who supported you, went to a school that allowed you to learn without fearing for your life, and were hired by people because your skin was the "right" color. Perhaps, that's the reason you could afford to buy a house.

Well, what a fine mess you've gotten yourself into now Carl Green. Your words are that you are not in the "Policing Business" but in the "Real Estate Business" One of the finest PHA Officers left on the job took a bullet not only for the residents of PHA but for you Mr. Green, not that you care, but thank God he survived and will make a full recovery. Now about all of that money you've drained from the PHA Police Department and left with a skeleton crew, yes you Mr. Green, not George Bush seems you and your cronies have gotten extended contracts and increases in salary while stepping on the backs of the little man/woman. I hope that Officer Kelly takes PHA and specifically Carl Green for every penny he can squeeze out of them. Faulty equipment, unsafe working conditions, inadequate coverage, just to name a few seems like grounds for me. Squirm rats!!! Good luck Kelly!!

Mr Green congrtas on your incresed salary & your extended salary you selfish selfish man! I hope P/O Kelly sues PHA for all he can get and I hope the one who pays for the BAD PUBLICITY that PHA is going to get for all this, is you with YOUR JOB! So you can see exactly what you put all those layed off Police Officers and their families through, the ones who should have been working that night to help, aide and assist P/O Kelly!

Carl Green was dealt a bad hand financially by the feds, there's no arguing that fact. The PHA budget was essentially raped. That wasn't Green's fault. However, he is directly responsible for how he managed the money he was given. The mess he made by making emphasizing his pet projects over real-world priorities is not only his fault but could be used as case studies in how to ruin an organization.

Ways PHA could have saved money:
1- Stop paying over $100,000 PER MONTH (not a typo, I've seen the invoices) for contract security guards who do nothing. Worse, PHA Police have arrested so many of them that they could be considered a drain on police resources.
2- Immediately halt the distribution of glossy four-color newsletters to all employees.
3- Stop printing and mailing (!) the PHA Experience newspaper. Frankly, no one cares to read this low-budget version of Pravda, and it costs money that PHA cannot spare right now.
4- Stop having special events. The budget for Carl Green's social events is nothing short of sinful. Between the overtime for maintenance and police staff, the involuntary drafting of unwilling employees, catering, signage, photography, and other miscellaneous expenses the bills for these soirees would make Donald Trump think twice.
5- Don't hire a new police commander (or two). Don't hire any new investigators (or a Chief Investigator). PHA doesn't need them- two good sergeants could run that department given how small it is now.
6- Potential savings: Fire all the civilian investigators you have. They are breaking the law everyday, and PHA should know it. There is one hell of a lawsuit brewing there.
7-....I could go on, but maybe I'll make my recommendations to the Inspector General's office.:-)

The money Carl Green gives away to the Security Contract he has for the PJs he could have a decent size police Department with Officers able to respond to calls for back up. Instead all of Carl Greens upper management staff are REQUIRED to buy him birth day presents. Carl Green is a real low life. He wants the police to come to his aid when his office is protested by people in wheel chairs or when he wants them to help clean up his PJs and calls it volunteer day. Craig Kelly should sue him for everything he can.. Also Kirk Dorn is such a liar. Yes, I said liar, he has NO idea how the PD operates maybe he should take a ride along one night with someone and see what really happens in his so called "No crime in PHA Developments" He is such a lacky. Oh thats right, suggest or say something negative about Carl Greens beloved PJs and you will be fired!!!!! Get well soon Officer Kelly.

Richard Zappile is pathetic.

John Haggerty is just mean.

The three of them together have taken what was a promising and active police department populated with dedicated cops and mismanaged it into a modern example of municipal irrelevancy in a manner that is simply criminal.

The attack on P/O Kelley and all the associated sequelae were predictable consequences of the lay-offs, equipment reductions, lack of maintenance, poor cooperation with PPD, and Zappile's general attitude that the PHA Police- the very people he has an inescapable responsibility to as a leader- simply don't matter. To Zappile, the men and women under his command are simply a means for him to continue collecting a check.

After all, he can't get hired as a police chief anywhere else. He's tried and failed. Funny thing is, a lot of his former officers were hired by one of the well-respected agencies that bounced him out the door.......

I know for a fact that the housing authority is undermanned because I was one of the people laid off also I live in PHA we have no police and the criminals knows this because where I live we didn't have that many problems but since the officers left there's alot of shooting and break-ins. Due to alot of maintenance workers getting laid off it's hard to get anything fixed and Carl Greene don't care he feels that PHA isn't social services and Nellie Reynolds don't say anything as long as she gets what she wants. I know that if someone from PHA sees this it will bring reprucussions.
