GMA men rob P-Noy’s home province?

Bamban, Tarlac -- Are the men of former President now Pampanga Congresswomen Gloria Macapagal-Arroyo about to “rob” a portion of this province of President Benigno Aquino?

The Mabalacat’s cityhood bill may have assumed political color amidst reports that it “ceded” a more than 3,000-hectare portion of Bamban and its approval “railroaded by the allies of GMA”.
Sought for comment, a local political observer said,“Kapansin-pansin na puro Lakas-Kampi officials ang involved sa controversial Mabalacat cityhood bill”.

Mabalacat is a municipality of Pampanga which now seeks to be a “component city” through House Bill 4736 sponsored by Lakas-Kampi Pampanga 1st District Congressman Carmelo Lazatin. Mabalacat’s mayor Marino Morales, is also a Lakas-Kampi stalwart and a known ally of GMA.

Senator Lito Lapid, another Lakas-Kampi official, filed the counter part bill in the Senate.

The Lakas-Kampi dominated Pampanga Provincial government headed by Governor Lilia Pineda are strongly backing the cityhood of Mabalacat.

The provinces of Pampanga and Tarlac have been silently at odd for years over a “boundary dispute” involving the Calumpang Village which is geographically located on the Tarlac side of the Sacobia-Parua river separating the 2 provinces.

Tarlac’s demography lists Calumpang as a Sitio of Barangay San Vicente of this town and is “under the political jurisdiction of Barangay Chairman Danilo Adrias”.

And, on the other hand, Mabalacat’s official Website includes Barangay Calumpang as among its 27 barangays which has a population of 438 and identifies a certain Jaime Jimenez as its Barangay Chairman.

COMELEC records curiously state that Barangay Calumpang of Mabalacat, Pampanga, has 908 registered voters, while various government maps reveal its location as being “across” the Sacobia-Parua river or within the “historical territory of Tarlac province”.

HB 4736 made the news when it was made known that the bill states the land area of Mabalacat is 14,660 hectares. The Department of Environment and Natural Resources-Land Management Bureau (DENR-LMB), however, issued a certification indicating the official land area of Mabalacat as only 8,318 hectares.

Earlier, another Lakas-Kampi official, Tarlac 3rd District Congressman Jeci Lapus, also made the news when recently “criticized” by Bamban and Tarlac provincials officials for “having signing the approval of the Mabalacat cityhood bill without reading its content and despite knowing the ongoing boundary dispute involving the Calumpang area.”

Lapus was quoted as saying during a special Session of this town’s Sangguniang Bayan,“Ang kasalanan ko lang, hindi ko binasa ang (Mabalacat cityhood) bill bago ko pinirmahan.” i

Unconfirmed reports say, Congresswoman Susan Yap-Sulit, sister of Tarlac Governor Victor Yap and a Lakas-Kampi of Tarlac’s 2nd District is among those who signed the approval of HB 4736.

In an interview, Abel Pablo, who is also an active media practitioner, likewise expressed his apprehension over the “railroading” of the bill as he said,“Nakaka-duda ang bilis ng approval ng HB 4736. Submitted ito sa congress May 25 (2011), on the same day na-approved sa First Reading. On June 6, o 8 working days lang, approved na sa Third and Final Reading at transmitted agad sa Senate”.

“Malinaw na pinagkaka-isahan ng mga GMA ‘boys’ ang bayan ni (President) Noynoy”, also said Pablo who is also the former Vice President of National Federation of Provincial Press Clubs.

The “real position” of the Tarlac SP headed by Lakas-Kampi Vice Governor Pearl Pacada is also being “doubted” as none of the SP members are willing to comment on the controversy.

“I am sorry those are not for public use. They are communication between us and other Honorable bodies (sic)”, reads a SMS of Pacada when requested of copies of the Pampanga SP’s resolutions and letters stating their “sentiment” against Tarlac’s SP’s own resolution on the HB 4736.

“Paano magkakaroon ng barangay ang Mabalacat sa kabila ng ilog Sacobia? Hindi ba ito pagkamkam sa lupa ng Tarlac na nais gawing legal sa ilalim ng Mabalacat cityhood bill?”, also said Pablo.
