Dave Briggman, sir, you have gone off your rocker. Does the state/federal government NOT get enough in taxes from the working parent paying taxes on the money he/she is earning and paying toward child support? You suggest that the custodial parent be taxed AGAIN on the money once he/she receives it as a payment toward child care etc? Obviously, you are not the custodial parent.
Sir, the amount that my child's biological father is ordered to pay a month does not even BEGIN to touch the amount I spend in daycare costs, clothes, shoes and groceries to care for my son. I purchase 90% of my son's clothing (shoes included) from consignment stores because the day care payments are killing me each month.
When I was still talking to my son's father (pretty much letting him have his way 99% of the time)... he was paying. Now that I have stood up for myself, and the rights of my son... he wants to evade the system and not pay because I am a "money hungry bi**h" all of a sudden.
Please put yourself in someone else's shoes before making some of the ridiculous remarks as you have done above. NO, we do not receive WIC or Welfare or Medicaid or whatever else government-funded bull crap that half of these people receive. I simply ask that my son's father take his responsibility seriously and both financially and physically be a FATHER to this little boy.
Not all custodial parents are "money hungry" or entitled. Some of us are barely scraping by on the income we have... working several jobs but making just a LITTLE too much for any government assistance.
I pay taxes on the income I make, then give half of what is left over to my ex. I am not allowed to write off my payments, I am not allowed to claim either one of my two boys at the end of the year, and my ex gets $10,000 a year TAX FREE and does not have to claim a penny of it. My boys come over in clothes too small for them and sometimes go to school in pajamas! So the government gets a third of my paycheck in taxes, the ex gets half of what's left and I am getting held down for being a working class white male with blue eyes. I refuse to get another part time job so my ex can have more of my money to splurge on dogs, cats, hair stylist appointments, pedicures while she makes my boys get on the bus by themselves and go to school in raggedy clothes, and sends them to me sick so I have to take them to the doctor and the pharmacy. The system is broken for non custodial parent and rigged for for the custodial parent that uses the children as a paycheck. I pay my ex with a check every time I get paid, DCSE is for suckers that enjoy the pain of having government take a little extra percentage each time they garnish your wages. A check from any government agency is a handout. Anyone receiving assistance from DCSE should be investigated to see the children are truly being taken care of and the money is being spent on the CHILDREN, not the MOTHER's or FATHER's needs like a car payment, cable tv, cell phone, or other frivolous, non essential items. If I work for extra cash, it allows me to spend some quality time with my boys and lets them see what hard work can accomplish, not being a gold digging wynch. I can't wait till my boys are old enough to make the decision of whom they want to live with and maybe I can provide a much better atmosphere to live in than what they have now. I hope you are a better mother to your children than my ex is to mine, and put the children first over pets and hair color treatments. I hope your house doesn't look and smell like the SPCA like my ex's house does.

Maybe DCSE does dole out handouts, but not in my daughter's case. My daughter's loser of an ex, wouldn't pay until a judge ordered him to, he didn't follow through so the judge ordered DCSE to take money out of his pay and send it to my daughter, which worked fine for about 6 months, then he quit his job, so the DCSE checks STOPPED. DCSE was able to locate his next job, but as soon as he was notified that they would be taking $160 every two weeks, he quit that job too. My daughter had to add her son back onto her health insurance because the ex lost health insurance when he quit the first job, the agreement was that each parent would insure one child on their health insurance to spread the cost, so now my daughter has the additional expense of health insurance to contend with. DCSE won't take the father to court until he is $10000 in arrears, or he doesn't make some kind of payment for 90 days. He made a $25 payment on the 87th day, so the 90 days started anew. This non-custodial parent is working the system.

At least your children see you, my daughter's ex has not seen his children since August, and he makes no effort to see them. No call at Christmas, no happy birthday calls either.

Child support order REQUIRE garnishment under Virginia law, "unless good cause is shown" why their salary shouldn't be garnished.

And, Grandfather, DCSE can take a non-custodial parent to court after 90 days...don't let them tell your daughter anything else.

Here's DCSE's OWN PROGRAM MANUAL:

No. I've just been busy. All three of my kids plus a couple of step-kids are well supported with everything they need including a college education and my time whenever they need it.

Why should a non custodial parent GIVE TAX FREE MONEY without the custodial parent not claim it? Even Ray Charles could see it is unfair. Child support is tax evasion for the child support receiver, pure and simple.
You may be non-custodial, but it's still your baby. Your resources go to your child whether the it lives in your home or your ex-spouse's. You wouldn't stand to have your income taxed twice if your son or daughter was in your house would you? Taxing the mother for income dedicated to the child would deprive the child of support. You are trying to punish the mother for some real or perceived wrong that she did to you. The only question that you should be asking is, how is my child doing?" Try being friends with your ex or at least develop a working relationship. You have a child to raise together. Fighting only benefits the lawyers.

Exactly why I say the system should be overhauled and amended to today's world and not that of the late 1950's, where a woman did not have employment skills because the father went out to work. I at one point contacted a local government official who told me that yes the system needed updating, but it was too costly to do so. I even suggested using a debit card for child support, and then tracking those charges placed on a card that should be used only for a child. He argued that utility charges simply could be argued legitimate because the utilities are for the children as well.
I also know of a couple where the man paid his ex directly, bought cars, braces, and other things for his child. Two months before he turned 18 the mother went to court and started a case that included arreages from their divorce and 70,000 owed. My husband and I separated, I initially had support, that I had dropped, DCSS placed a 50,000 debt on his credit report, which was not accurated, I called and had the case dropped. Child Support is about the well being of the child, not the custodial parent's "fun money." I am a woman, and this system makes me ill, and is extremely unfair to the non-custodial parent, who are primarily men.

WHY 80% OR MORE OF DCSE'S CLAIMS FOR CHILD SUPPORT ALLEGED DEBT IS A LIE.... FABRICATED BY DCSE EMPLOYEES TO EARN FEDERAL INCENTIVES AND GENERATE REVENUE FOR THE STATE - NOT TO PROVIDE FOR Virginia's children...." "Dependent child" means any person who meets the eligibility criteria set forth in § 63.2-602, whose support rights have been assigned or whose authorization to seek or enforce a support obligation has been given to the
Commonwealth AND whose support IS REQUIRED BY Titles 16.1 and 20."

§ 63.2-602. Eligibility for Temporary Assistance for Needy Families (TANF);> penalty... 4. Is in need of public assistance; AND...Any applicant or recipient who intentionally misidentifies another person as a parent shall be guilty of a Class 5 felony." SO, WHERE ARE THE NEWS STORIES OF THE DCSE CASES WHEREBY DNA TESTS WERE NOT DONE PRIOR TO FEDERAL TITLE IV-D CASE CREATION ON VA'S BOOKS WHEREBY THE APPLICANT FOR SERVICES - LIED? Furthermore, IF the State of Virginia (ALL TAXPAYERS) does not LOAN CASH MONIES to one parent who by CONTRACT (former marriage per Title 16 & 20) has ABANDONDED their own child, the STATE is Not a Legal Party In Interest with Any Standing to pursue, garnish, or petition a court for ANY ALLEGED DEBT on behalf of ANY "Applicant for Services", irregardless of Eligibility. READ THE WORDS. This is a matter of individual DCSE Employees being forced to CHOOSE to OBEY the Written Va Codes, OR their presumed authority they blindly believe they have - which is actually Color of Law and makes them each INDIVIDUALLY LIABLE as an Interloper in other People's Lives.(aka:tort)

Actually, OH please, you're wrong. Perhaps you're just too stupid to know it...and I no longer pay support, but am responsible for a buttload of changes in the laws in 2008.
This guy has his head so far up his ass it is pitiful. I payed CS for 12 years without skipping a beat, down to my last 10 months. Self-employed since 2005 too. I think the following sums up Mr. Briggman very well....

"He's a pedantic, pontificating, pretentious bastard, a belligerent old fart, a worthless steaming pile of cow dung, figuratively speaking."

Prolly dropped the soap while he was in jail for not paying child support on purpose...fucking whiner.
