Recent announcements to close Social Security Offices around the Hudson River Valley and throughout the United State brings to question as to weather The Social Security Administration Leadership and Management have carefully measured the Publics needs and their expectations and used them as a guide in delivering high quality cost effective services. Closing an office should be the last result. To date there still exists serious administrative deficits between the level of services the public needs and that which the agency is providing. When the Congress enacted legislation in 1994 establishing the Social Security Administration (SSA) as an independent agency and creating a permanent bipartisan Social Security Advisory Board, it expected that this change in status would help the agency to better meet its important policy and administrative responsibilities. Providing high quality service to the public is one of the most important of these responsibilities. “Putting People First” is the most important responsibility. The attitude of the American people toward the Federal Government is directly influenced by their first hand experience in dealing with SSA. If SSA provides accurate, timely, and considerate service, this sends the signal that government can make things work. If the agency fails to respect and listen to its Public then it becomes ineffective. Today even with the use of the internet a visit to the field office is still is used by a large segment of the public to access SSA’s services. SSA needs to stop closing offices and focus their attention on new and more accurate customer service measurements as well as identifying Human Capital with innovative talent. The current work measurement system is a flawed system.
