Can't tell, they didn't get the payees, only the administrator and a couple of doctors. I would guess the investigation was stopped before they filled up all the prisons.

In Puerto Rico it is commonplace to allow lower level criminals to go free as Federal law enforcement does not have the facilities to process and detain large numbers of people on the island.

On occasions in the past where they have made large scale arrests they have had to fly detainees to Miami and the USVI to ensure they get their hearing within the allowed time.

That's why Puerto Rico needs to be the 51st state. US needs more criminals.

If the Northwest Territory became a province of Canada would Canada have more criminals or less?

When gringos bitch about, say, NewYoricans, that's their problem. But if the gringo bitches about Puerto Ricans, they should just pack up and leave our islands.

Very simple solution!

Puerto Rico's status evolved beyond that of a mere unincorporated territory in 1952. I happen to agree with Gelpi's ruling.

According to Congress, Puerto Rico is not part of the US, and Congress, not the DOJ, rules over PR.

The US Supreme Court ruled in Rodriguez vs PDP (1982) that Puerto Rico stopped being a colony in 1952.

This is a ruling by the highest court in the land.

As a Spanish saying goes, the US Supreme Court "can say mass", for all I care.

Are you referring to the same institution, the law of the land, which ruled that the "separate but equal" Jim Crow laws were constitutional?

Come on, LI!

Spanish ? wasn't that the language of the people who destroyed entire continents full of native peoples ? The ones who held inquisitions and burned witchs and aided Adolph Hitler ?The ones who destroyed the native peoples of Puerto Rico and took them into slavery into other regions by force and in chains ? The people who destroyed the most cherished aspects of a peoples heritage ? The ones who basically gave the beaten remnants of PR to the Americans as a war prize like something of little value ? The ones who stole the natural resources and left them defenseless ? I bet those are cherished memories for you Jorge ,Your selective memory is a treasure you embrace

Let's not forget that Spain most likely use to look down with disdain at those little people from that colony over there.

Everything in cycles.

LOL!
