The whole premis of the so called Affordable Care Act is wrong because it addresses WHO will but it is more important to deal how much is paying and what is being payed for.
It is the health care industry that has voluntarily chose to make third party reimbursement their prefered form payment because they can get away with charging inflated rates. It also allows for price fixing because by accepting insurance they tend to get a higher price. They might not get their desired price but a higher price. It is the insurance industry that sets the price and not the market.
Niether the providers or insurers will let go of an insurance based system of third party reimbursement because they both are hooked on the inflated prices & premiums like junkies on crack.
