Without high paying opportunities all the town real estate improvements will be worth nothing. You can not expect new houses to attract high paying vocations. If you have a research and startup culture they will build a new town from the ashes of old style politics.

Teachers want freedom to practice their art and change children's lives. They do not want praise and awards. They do not to make more than the average American wage of 52K a year.
