Wayne County officials point fingers as pension costs soar

I am going to give everyone a homework assignment.Do research on Wayne county from decades ago up till now. What really is the blame here? Look at present administration. Look who has been employed in past and present. Have they really ever had a plan if things went awry? Look at other regions of same size. What do employees make? Include everyone.
