Vacant land auction in Detroit called a mistake

Does anyone in government, be it city, state, etc. EVER look at all facets of any action?
All they see is $$ for "deals" and never once consider ramifications...idiots, every one of them.

The old model worked better in the past when vacant properties were worth something and only dotted the landscape. From the top down city and county management is stuck in the 50's and their pay is in the next century.
