By "irresponsible behavior", does the President mean the inevitable process of sociopathic corporate swindlers finding a way to circumnavigate legislation?

..... As I remember it, the then federal government for political reasons wanted the financial institutions to lend even to many who would be unable to comply with whatever they contracted to pay on time. Then those mortgages were sold to innocent others who thought they were proper mortgages. Then the house of cards fell down when the mortgagees didn't, or couldn't, pay.
