An elected official, a deputy or a regular Police Officer from the Southern border goes into law enforcement with a ready handicap. That handicap being the beliefs he grew up with.
If you grow up thinking Mexican customs and ideals are an accepted way of life, then it's only a matter of time before you're going to give in to those mores. The Mexican influence in this part of Texas if very strong.
Being a professional law enforcement officer entails more than just wearing a badge or prostituting your position or job. The true measure of a man or woman is the quality of their decisions when they know they can get away with it.
Do they make the same decisions in a dark empty alley as they would with 100 people looking on and cameras rolling.
