This guy is an agent of the owner of the property. If he steals the rent and mortgage money, that isn't the fault of the residents, and they shouldn't have to suffer on account of him. If I live in an apartment and the property manager takes my rent money and absconds with it, I still have paid my rent; it's their thieving employee who took it.
