Do the black drug dealing gangs on the south side of Chicago count as small business or are they big box operations??

Gee if the mayor is desperate for cash he could tax black gang drug sales and guns fired in anger in the city
with a special tax on guns fired at unarmed citizens.

Tax the illegal immigrants that will raise lots of money honey.
