I found it interesting that, on the front page of the paper, they are making the Monument Square area more attractive. At the same time, in the legal notices, our Borough Council is planing on passing several ordinances to restrict it's use.

Sort of like putting benches and tables in and then chasing people out who sit at them....

"Restrict its use", simply means they won't allow lewd vagrants to sleep there or stand on the tables. Makes total sense to me. There is a difference between a public park and a homeless shelter.
