Any Mexican who can't speak english is an illegal.
Why aren't they deported and apply for a agreen Card so a medical and background can be done? Look at the jails and prisons and tell me how these people have contributed to society.

Well,the law states that they are not allowed to be here however who cares about the law nowadays .The legal system is only selectively enforced to leverage big business profit and create state and city revenues,Cheap labor is necessary for big companies to make big profits.Hope this solves the puzzle.
