648 health complaints are 648 too many. When they sprayed Monterey in October, a judge lifted an injunction with the explicit order that the State must have procedures in place to handle health issues. Now after spraying Monterey and Santa Cruz and sickening over 600 people, the state's plan is to expand to the Bay Area?
