Plugging in to hybrids' extra power

The press is propagating misleading hype about plug-in hybrids being "green." In a recent Institute of Electrical and Electronic Engineers (IEEE) Tech Alert, testing was reported that shows the plug-in Prius making worse pollution than a conventional hybrid. Why? A catalytic convertor must be hot to work; in a plug -in hybrid the convertor does not get hot enough to work properly.
