California lawmakers proposed financial incentives for electric car maker Tesla Motors Inc on Thursday in a bid to entice the company to build a large battery factory in the most populous U.S. state.

Nice, the amount of responsibility to meet these "incentives", would they not be placed on the backs of the California taxpayer? Some are talking the Lithium ion battery sector will become a 200 to 300 Billion dollar industry in just a few years. How much risk will the California tax payer have to assume to make this happen?
