Grand jury critical of group's response

A San Mateo County Civil Grand Jury criticized a nonprofit organization in a report released last week for not sufficently working with police to assist domestic violence victims.

CORA was critiqued or criticized? I thought a critique was an evaluation and criticism is a disapproval. Does anyone know?

I don't really know what were the police department's experiences with CORA and what made the San Mateo County Civil Grand Jury criticize CORA, but I know this. They were always responsive whenever I called when I was going thru domestic violence. They were empathetic, patient and non judgmental. They provided me with the tools to empower myself and feel strong enough to leave an abusive relationship, and like me I know many people that has been helped by CORA. I believe, than in order to judge this agency performance, one should not only hear the criticism but also hear the comments from current and ex clients than like me are very thankful to this organization.
