This is a common problem that has existed for years. A friend of mine was forced into retirement after he reported criminal activity, against his Supervisors instructions, up his chain of command. The retaliation was brutal and he chose to leave the VA early. After he left the VA he provided a complete package to the OIG with the specifics and documents as proof. The OIG asked the VA to explain and they simply lableled him as a disgruntled former employee. He was than threatened with criminal charges because the "documentation was restricted for use only by VA Employees" so it should not have been in his possession after his retirement. It also could not be independently verified because the orginals had apparently been shreded after his retirement. Several years later, the same problems were "discovered" during a routine audit and those responsible were simply allowed to retire with no penality. My friend told me that he was wrong to try and expose these problems because all of the people involved were Senior Executive Service employees of the VA and there is nothing that can be done to them beyond transferring them someplace ehy did not want to go. That's why the local VA is so famous in VA management circles. It is where careers are buried. Very few SES employees are ever promoted out of it. They either retire, die or are sent to someplace worse.
