There is a punishment in some places of the world called caning where the offender is tied down and has his naked buttocks struck with a bamboo or rattan cane. The number of strikes, of course, depends on the offense. Too bad this kind of punishment is not allowed in the U.S. for people who torture and kill animals.

There are 6-plus billion people on the planet. I'd argue that there just isn't room for people like this and the gene pool needs some chlorine. Bind their heads with a kevlar sack and let them suffer the same fate they've visited upon those poor animals.

Sorry to contradict you Dave, but it has nothing to do with the races of people. This is and has been a problem in Valencia County for many decades. Our dad moved us to Peralta in the early 70's and it was very much happening then. Many of those strays that people flung from their moving cars became our pets to include the gunny sacks filled with litters of kittens/puppies floating in the ditch. I have always felt that Valencia County served as a place that all the unwanted animals and even people would show up in. So looking at it now, why can't the county not be funded for more extensive animal control? Too many times people complain. Maybe what needs to happen is how about a little more funding so enough employees can be hired with decent incomes. This also goes for Public Safety-maybe if you had a little more money you'd attract more dedicated and perhaps even better skilled individuals. Maybe one of these days some of th necessary things might even happen. Hope I'm still around to see it.

I'm VERY PROUD to be Native American and yes, I do own animals, and yes they are all current on shots and probably eat as good as my family does! So please, in the future, think twice about making dumb axx comments like that. Not unless your venting out your anger because "low income" white person living in a trailer park... who knows? I agree, race is not the problem. Not having the money to take care of pets doesn't seem to be the case in this area. The problem is cruelty!!! Are people so bored & unhappy in life that they have to find their entertainment by harming animals? Apparently so. Where are the animal control officer? Why aren't they patroling this area? You know, some of these animals could belong to people that do care & have placed ads to find their pets. The pet falls into the wrong hands .... Let's keep race out of this. Please!
