Shit happens and when it happens to someone in custody, there's a payout. My guess would be that the WP has a policy against cuffing someone to the boat, for fear it might sink and take them down with it. But hauling a DWI arrest unsecured in a open boat makes about as much sense as doing the same in an open convertible... it's a disaster waiting to happen,

It was not punishable by death verdict! He never went to court! Obvouisly he was intoxicated!
