Group pushes boat wash

Why doesn't Twin Lakes have a problem? Is it just Berkshire County? Could it be overkill?

Don't birds transport Zebra mussels just as easily from place to place as boats would? I know of homemade ponds that never had fish in them at the start and ar now filled because of birds landed in them and transporting the eggs.
