I'm curious..why did lake officials allow ANY boats to be on the water while winds were at gale and half-gale speeds?
The boaters share the responsibilty as well of course but Park officials should have been prepared to shut down all boating activities as the winds gained speed. The failure to do so has cost two lives so far..how many more until they figure it out?

Its called "personal responsibility". Do you need a police officer to come and hold your hand to cross the street? How about a government health official standing at McDonalds to make sure you've only had 2 big macs this week.
I've been out on Elephant Butte when it gets bad, and it can go from nice and calm to absolutely horrible very very quickly.
And honestly do you think they went OUT when it was like that? Especially with a little girl with them? And I can guarantee they were either trying to get back or make it to shore(educated guess/common sense).
Its one of those really crappy things that just happens. So lets blame the government for not Baby-Sitting us enough.
