The only thing wrong with this program, is it does not go far enough. EVERYONE, operating a boat, regardless of age, should have to have taken a coast guard boating coarse. I have lived on the water in Minnesota, Wisconsin and the Gulf of Mexico, I cannot believe the idiotic things adults do while operating a boat.
Secondly, it should be manditory that every one in a boat be wearing a life jacket. With the fanny pak or vest type inflatible life jackets presently available , there is no excuse for not wearing one. Most boating related drownings occur when people fall out of, or are thrown out of a boat.

You make a lot of sense, but good luck getting it passed.
Why is it we require an exam and a license to drive even a "Smart Car" a few feet on the street, but anyone can operate a mega-horsepower boat on public waterways without any kind of qualifications?

I use to go up to Bay Lake every summer to do some fishing with my canoe. NO MORE! The number of people that donít have a clue on the correct operation of a boat is just amazing. It got so bad that I started casting dare devils at speeding boat that come to close. They have the nerve to get pissed when I hit the side of their boat.
