If the vets, lowered their prices, then there might be more cats and dogs, getting fixed up, so that there isn't all these poor puppies and kittens being overly born.

If people can't afford to get their pets fixed, so there isn't all these homeless puppies and kittens.
Then they shouldn't get and have any pets at all..

The owners, proberly smoke and drink, but can't spend the money stopping their pet having homeless babies.

I bet you are ONE of the good owners, who get their pets fixed up.
