The 9/11 attack may have occurred during Bush's presidency, but
it was a result of Clinton's mishandling of the earlier attack in 1993. The perpetrators were empowered after that fiasco,
since Clinton's response was to lob one or two missiles into the
desert. Also, let's not forget that Bush was left only "walls and
windows" by the Clinton people, and had to reorganize the mess
that he was left with--and no intelligence info to speak of.
