Queens rookie cops probed in bogus summons scam

“It could come back that the other summonses, when they're reviewed, are not legitimate.”

Two rookie cops in Queens are under investigation for a scam involving overtime pay and possibly bogus summonses, police sources said. via Newsday.com

At least someone on the force is working. I don't see anything wrong with it, just as long as the summons are legit..........

There isn't such a thing as 'New York Police Department' its a creation of television, Hollywood and the print media. It's the 'New York City Police Department.' The fact that they call themselves 'NYPD' and put it on their cars is laughable and shows the institutional problem they have. That such a slang term can make it to official status with the Dept. is a shame. It should be removed.

Hey if the parking agents are guilty of larceny for these summonses, wouldn't the city be an accomplice? After all they actually collect the stolen funds. The endless push for more and more summonses coupled with a pay scale that is less than the frier cook at McDonalds has given you this result. Hey Ray Kelly, try paying the cops a decent wage and raising the standards up once again and we will not hear weekly of cop bank robbers and cop larcenists.

Its amazing. When I was a rookie I would get yelled at by seasoned officers because I wrote to many Summons. I guess I wasn't "cool enough".
Seasoned Officers frowned on writing summonses for the city because its basically the way the city makes money. So cops feel if there not making enough money in there pay check why should the city.
Bottom line don't join the department if you don't like the salary.

Blumberg is hte cause of this problem. he has a h--- on for motorists outside of his precious Manhattan and he is forcing cops to write more and more tickets.

It's funny that this is going on, WAKE UP NYPD, I'm an electrician and if we arent getting what we want we walk off, You guys are making nothing, and you have the power to use discretion, So you write 40 summonses...HELLLO, STOP WRITING the city will wake up if you stop bringing revenue in and pay you what you deserve!!!!!!!!

"The question now is did they 'flake' these motorists?" said one police source, using a slang term to describe issuing summonses without cause and to meet a quota.

This is weird, according to ANY police department, this tactic doesn't exist yet there is a term (flake) used to describe it.

There have been recent adveritsements on the radio about becomming a NYPD officer and taking the test. Maybe they are hurting for recruits.

this only gives the persons who got tickets a way to get out of paying them. who/s the boss there .must be female ,a man would get a. s .s kicked out of there. maybe person of color can/t step on there toes .

The NYPD has a "Dime a Dozen" mentality. They have to reach recruiting goals every class. When a cop gets "Jammed up" meaning in trouble. There's a 1000 more Rookies behind them. I've seen cops get jammed up and fired all because of politics. And some of these cops were good cops that succumbed to this DIME a DOZEN structure. You can be fired for anything our instructers use to say. Its true.

Did any of you ever get stopped for not wearing a seatbelt? Or have you ever been stopped so they can check your registration? Well I have - and it seems that every time this happens there are at least 4 or 5 cars getting tickets while I drive by. So I do think that you can give them out in one tour - that is if they are stopping people for those reason! And leave the NYPD alone!

I've given at least 30 summonses in one tour and thats in between calls. Sure its possible.

I love how folks try to use the pay or rookie status as an excuse.

What happened to cops, LEADING BY EXAMPLE? Following are copied from NYC tabloids TODAY:

A) An NYPD sergeant who once headed the city's gay-cops coalition sexually preyed upon a relative's adopted son, forcing the boy to have sex on a weekly basis, authorities charged yesterday.
Jaime Katz, a 10-year veteran assigned to the Police Academy, "developed a relationship with the orphan, and over time groomed him for sex and sex-related acts," Assistant DA John Temple said at the cop's arraignment last night

B) William Valerio, 41, a 16-year police veteran, allegedly told Detective Luis Batista - who is charged with conspiring to deal crack - how best to conduct himself.
"Look over your shoulder 100 million times. They will be following you," Valerio said, according to court documents.
C) Batista, 34, was arrested last summer for allegedly slipping confidential information to a drug dealer.
Valerio, who moonlighted in pest control, also stands accused of obtaining for Batista a fake pest-control certificate, in order to secure a loan on a new home.
Valerio is expected to surrender for arraignment Monday in Brooklyn federal court. He faces up to 30 years in prison if convicted of fraud and five years for making false statements, court papers say.

D) Inspector Michael Phipps, a 26-year NYPD veteran who commands the housing unit in Manhattan, forfeited 30 days' pay after using an NYPD vehicle for "personal business" while off-duty.
He also abused a city E-ZPass and department gas card to drive an unauthorized person, police sources said.
E) Separately, Deputy Inspector Joseph Hoch, a 22-year veteran, was docked eight days' pay for failing to properly investigate an incident at his Bronx station house.
Hoch was the commanding officer of the 52nd Precinct when cops there scrawled the word "rat" on the locker

F&G) Two rookie cops in Queens are under investigation for a scam involving overtime pay and possibly bogus summonses, police sources said.

In one morning, 7 NYPD officers (most not rookies) bagged for corruption, illegality or simple ineptitude.

Yet I am constantly vilified for speaking out against same.....interesting.
