Why do they keep saying stop and frisk UNFAIRLY targets blacks and latinos?

Every night on the news there are one to four new cases of black and latino muggings, attempted rapes, robberies, home invasions.

So how is targeting them so unfair?

Just last night there was a black man robbing a child care worker right in front of the little children.
