With foreign investments in Barbados disappearing at an alarming rate due to a justice system’s slow to dispense justice. One must ask if the Government of Barbados intentionally hoodwink the US State Department during 2011 Country Reports on Human Rights DEMOCRACY, and LABOR Report release May 24, 2012 into believing all was well with its citizens on this tiny Caribbean nation. http://www.state.gov/j/drl/rls/hrrpt/2011/wha...
Barbadians who are too black, too poor or unknown family name are not being accorded equal and fair justice in a timely manor. Current Barbadian constitution provides a persons charged with criminal offenses be given a fair public hearing without unnecessary delay by an independent, impartial court or a speedy trial by jury.
As the constitution prohibits arbitrary arrest and imprisonment, the government has mislead the US State department into believing it generally respected these rights in practice, when in fact there are between 100 and 200 persons in pretrial detention at various times during the year. While the length of pretrial detention may vary from one case to another; there are confirmed reports of extended periods of pretrial detention and human rights abuse committed by Attorney General Adriel Dermont Braithwaite and Director of Public Prosecutions (DPP) Charles Leacock and Police Commission Darwin Dottin.
In the case of Earl Victor, a young man with a poor family just happen to be at the wrong place at the wrong time during a robbery is being held by Barbadian corrupt police department since May of 2008 without bail and has yet to be charged with a crime. At each court appearance, the Chief prosecutor Leacock and his deputies will threaten this indigent young man with a life sentenced for refusing to plead guilty for a crime he did not commit.
It is very important to note, criminal defendants do have the right to consult with an attorney in a timely manner; the government has failed to provide free legal aid to Mr. Victor for his defense. In addition, although the constitution mandates defendant be allowed to confront and question witnesses and present evidence on his own behalf, in addition access to government-held evidence relevant to their case, and the right to be presumed innocent until proven guilty with the right to appeal his detention, the government of Barbados and it’s corrupt and racist court systems have ignored Mr. Victor’s rights.
Prime Minister Freundel Stuart and Chief Justice Marston Gibson have deliberately ignored this on-going serious human rights abuse, triggered by blatant criminal case fabrication against underprivileged citizens by corrupt officials within the Barbados Police Force.

The US State Department should verify with each detained person as to their status and how long they have been incarcerated without due process of law.

Is this the same Director of Public Prosecutions (DPP), Charles Leacock, who dropped a charge of murder to manslaughter because the murdered woman had refused sex and therefore “provoked” her killer?

It’s even more sordid than that. The murdered woman couldn’t pay her rent and her killer had offered to pay the rent in return for sex. When she changed her mind to this extortion, she was beaten to death.

DPP Charles Leacock has a record for abusing women and the law
This is not the first time that DPP Charles Leacock has been caught excusing or participating in violence against women. When his tenant Ronja Juman fell behind on the rent, Leacock had his corrupt police officer friend raid Juman’s home in the middle of the night to terrorize Juman and her children.
The police dragged her off half-naked to the police station where her vagina was searched for money and the lease agreement.
How can the US State department issue the government of Barbados a clean Bill of Health on respecting hunam rights?

We should e-mail every women’s rights group in the US, Canada and the UK and ask them to boycott Barbados as their vacation destination, unless the PM fires Charles Leacock.

Barbados shame – Prisoner Raúl Garcia to starve himself to death!!!

Prisoner Raul Garcia vows to end his life if not released from Dodds Prison in Barbados. The stateless man completed a 20 year sentence for drugs over two years ago and Barbados has illegally kept him in prison since that time because no nation will accept him.

So says the United Nations, the human rights agreements that Barbados signed, and the Barbados Supreme Court – yet Prime Minister Stuart keeps him in jail.
“The applicant has been held in detention at H.M.P Dodds pending deportation for in excess of 17 months. Counsel for the Respondents conceded that as the applicant is a ‘stateless person’, his deportation and expulsion from Barbados could not now be achieved having regard to Barbados’ obligations under the 1954 Convention Relating to the Status of Stateless Persons.”

“In the circumstances, as the Minister Responsible for Immigration is unable to say when the applicant is likely to be deported from Barbados and as no evidence has been provided that his continued detention is necessary on ground of national security or public order, the Court holds that the applicant’s continued detention under the Immigration Act, is no longer reasonable or lawful and the applicant should be released from detention at HMP Dodds.”

Is Freudel Stuart a man or a slimy worm? Not only will Prime Minister Freundel Stuart not release Garcia according to law, Stuart doesn’t have the integrity and courage to tell Garcia or the public that he ordered Garcia held in jail. Stuart lied to Garcia, his lawyer and Bajans.

Back in February 2012, Prime Minister Stuart assured Raul Garcia, his lawyer and the public that the Government of Barbados was taking all steps to comply with the law and would shortly be transferring Garcia to a military base quarters.
Stuart lied. Stuart lied so that Garcia would end an embarrassing hunger strike on the eve of the Prime Minister’s trip to New York City. Then, just a few weeks ago in August, 2012, Stuart told the press that he’s still considering what to do with Garcia.

Director of Public Prosecutions, Charles Leacock, has a record for going easy on killers of women. We’d like to see a list drawn up that features the worst of his deal-making during sentencing. The DPP’s motto seems to be “Anything to avoid a murder trial”. By now the word must be out there in the criminal world that nobody ever gets convicted of murder in Barbados: you can always do a deal.

Ten years ago, then Barbados Prime Minister Owen Arthur publicly acknowledged that the US FBI had delivered to him a report on the corrupt activities of Barbados ‘public officials’– whatever was meant by the term ‘public officials’ at the time. Were the ‘public officials’ elected? Appointed? Both? Bajans never knew because the moment the news of the report appeared, that was the end of the story as is usual ’bout hey…

Until the other night in Parliament when Owen Arthur and our accidental Prime Minister had it out in a child-like ‘Did so!’–‘Did not!’ exchange.

Said PM Stuart about the FBI report…

“One of the first things that my predecessor in office [late Prime Minister David Thompson] enquired about in my presence at Government Headquarters on the Friday after the general election, was that FBI report.

“It could not be found anywhere, although that honourable Member [Arthur) had said that it was received, and he was aware it was on his desk."

...Prime Minister Freundel Stuart talks about David Thompson trying to find the FBI corruption report.

Big news for the DLP and the Prime Minister: The FBI has a copy of their own report!(Gasp!)

Here we are heading for five years of DLP government and only now our PM (and former Attorney General) raises the issue of the 'missing' FBI corruption report? When the report couldn't be found back in 2008, did PM Thompson or his Attorney General Stuart ask the FBI for another copy? Nope, they didn't.

I guarantee that if the FBI delivered a report to the Government of Barbados, that agency would have a copy of it filed away. There is NO WAY that the FBI would deliver a report to a foreign government and not keep an exact copy of what was delivered. The current little stage play in Parliament is nothing more than politics at its worst.

FYI: Have you bajan politicos heard of the US Freedom of Information Act? Bunch of Island idiots!

This how Barbados Commissioner of Police Darwin Dottin abused the power of his office to hide corruption by his dirty cops:

Barbados Police are a law unto themselves in respect of wiretapping phone calls. There are no controls and no oversight by the judiciary or any independent body.

The Royal Barbados Police Force hired corrupt Florida Sheriff Ken Jenne and his associates to provide training and equipment to our police officers. This corrupt bunch got mixed up in kickbacks, fraud, tax evasion and money laundering – some of it in relation to work done for the RBPF.

Failure to implement a zero tolerance policy on spousal abuse and to take than kind of abuse seriously.

Failure to stop the Boscobel Road Toll Gang.

Police Sergeant Paul Vaughan (Vaughn) collecting unpaid rent for Director of Public Prosecutions Charles Leacock. A blank, pre-signed search warrant was used, and a woman’s vagina was searched for back-rent money.

Failure to investigate passersby and innocent people shot by Barbados Police officers.

Barbados Police outright refusal to investigate arson, and threats of death, arson and rape against foreign investor and hotel owner Adrian Loveridge and his wife.

This young man was driving a Taxi and the robbers used him as their get-a-way vehicle. Although the crooks who committed the crime were allowed to leave Barbados after paying off the crooked cops, they have since died in Jamaica. Why is the government continued to hold an innocent man who had nothing to do with the crime is beyond comprehension.

Regardless if Earl Victor did the crime or not he is entitled to due process of law by means of a fair public hearing without unnecessary delay by an independent, impartial court or a speedy trial by jury.
You can spin this story as you may want to, but the facts are the facts, denial of due process of law by a corrupt prosecutor who thinks he is god. Fair warning to Charles Leacock, Freundel Stuarts, Darwin Dottin and Adriel Dermont Braithwaite they must charge Earl Victor with crime or free him and others unlawfully detained in your island hell hole or face with a major tourist boycotts from the US Canada and the UK.

How Corrupt Bajan Cops duped American Customs and Boarder Patrol Agents:

A man wanted for questioning in a 2006 murder in his home country of Barbados was detained by American authorities as he attempted to enter the United States at the Rainbow Bridge in Niagara Falls, U.S. Customs and Border Patrol officials reported.
Earl Victor, 34, a citizen of Barbados, presented an Ontario driver’s license and claimed his passport was at his St. Catharine’s home. He was referred to secondary inspection.
There, authorities learned Victor was the subject of an Interpol lookout issued July of 2006 which was fabricated by corrupt Barbadian cops indicating he was wanted for questioning in a July 2006 murder in Barbados.
Authorities in the Caribbean nation also duped American officials into believing that Victor has several criminal convictions there, including assault, and may be involved in drug smuggling which was a complete lie to US lawenforcment officials by the Barbadian cops.
They further advised that Victor was wanted in Barbados on a warrant for robbery, which was fabricated by the dirty and racist cops. He previously was held in their custody but fled to Canada to escape the corrupt justice system in Barbados.
As US citizens We will request for the Department of Home land security, US Customs and Border Enforcement to conduct and an objective investigation in the deceptive conduct of officials from Royal Barbados Police Force and to charge them criminally pursuant to Title 18, United States Code, Section 1001 makes it a crime for any one to intentionally lie and provide false information to federal government agents during an investigation.
