My first car cost 250.00. I put a bumper and fender on with four bolts. Mom and dad had no money. I made 150.00 a week as a cashier. When the water pump went, I was horrified yet, at age 17, I was able to place the water pump in for 25.00. I change my own brakes all the time for 15.00. Two bolts and compression. Have you ever had perfectly running used car with no heater or thermostat or winshield wiper working? The negative side was that you have to have tools and a driveway and desire and knowledge. I guess this remains America with liberty. Crappy cars, possibly, over the years got me pulled over a a bit much, especially if I let a light go. Not everyone has a good mechanic. I don't know what this law is really about.
