If the childs early life, which could be spent with his new family, is lost to governmental delays, this precious time of inestimable value can never be recovered.
This is true. I've seen children who were adopted at young ages thrive in their new families, and I have also seen developmental delays & emotional problems in children who were adopted at older ages.

It is tragic that adoptible young children in countries around the globe are stuck in institutions on account of government red tape.
