Earning $46 million per year -Or- more, they can purchase a brand new brain, something which most of them never had in the first place.
"Concussions an occupational hazard for NFL players."
Occupational hazards are much greater for our MILITARY PERSONNEL. How much are they paid?
NFL players, either play or sit at home. No pity party here.

All this talk and all these ideas about making the game safer. Yet lets look at the real meat an potatoes of this whole thing:
CONCUSSIONS and blows to the head that create long term disability. That of which occurs in a game where head contact in some form, is almost impossible to avoid to the extent where the game itself is not seriously compromised.
The real problem is how do they create a safer environment for head contact, thus leading to less concussions and later disability? That means finding ways to cushion the head to the fullest extent, without hurting the high contact value of the sport. Not changing the rules all together to avoid ANY contact.
Change the helmets. All of them. Instead of wearing a solid and high density object to TRY and protect you from the force it ends up actually intensifying, create a thick soft shell helmet (I know it will look geeky at first) that will make harm due to force next to impossible, while having enough cushion to protect the head from said application.
There is a reason boxers don't hit with hand made bowling balls, they use gloves. It protects their hands better and makes the fight longer than 30 seconds (outside of the early Tyson fights).
Take the helmet, as an offensive force, out of the equation. Take the helmet out as an object that sometimes increases the shock to the head when it hits the ground. Create a helmet designed entirely to absorb force, not exaggerate it.
