As for the answer to the question... Did Montana make Rice, or Rice make Montana...
Only God could make Montana but anyone can make rice. Over half a billion Chinese do it everyday.
Really though, it is a QB/WR tandem where both add to the individual play. as each player improves, the tandem improves. The ceiling on that tandem is limited by the weaker link.
In the case of Montana and Rice, there is no weak link, as long as the Oline holds up and it's not a bad weather day.
